Solothurn’s police radio network

Solothurn cantonal police operates a POLYCOM sub-network: Swisscom Broadcast was responsible for the planning and construction, and is in charge of maintenance.

In August 2006, Solothurn cantonal police called for tenders for individual modules of its POLYCOM sub-network. The successful introduction by Swisscom Broadcast took place over several stages, which made the implementation unique in comparison with the construction of other sub-networks at the time.

In an interview, he explains why the police force chose Swisscom Broadcast.

Why did Solothurn cantonal police choose Swisscom Broadcast for the operation and maintenance of its infrastructure?

Our aim was to get all the services from a single source, if possible. We wanted to avoid having too many companies, as that can lead to problems in terms of who is responsible for what. That’s why we were looking for a general contractor. We decided in favour of Swisscom Broadcast, because we were impressed by its price-to-performance ratio and the choice of technical systems for microwave radio transmission networks and UPS offered by Swisscom Broadcast met our needs best.

What led Solothurn cantonal police to opt for a Network Management System (NMS)?

When we were calling for tenders, we weren’t sure whether we needed an NMS. But once everything was up and running, it quickly became clear that we wouldn’t have an adequate overview of the network without an NMS. We provide first level support, so it’s really important that we’re able to identify the causes of faults correctly. Although we received temperature alarms from the base stations after construction was completed, for example, these didn't provide us with enough information; we didn’t know if the temperature alarm meant ‘too hot’ or ‘too cold’. We wanted more information about the processes at our facilities and recognised that this would be possible with an NMS.

Does the NMS offer any other benefits?

With the NMS, we no longer have to carry out any on-site checks, which meant lengthy round trips each time. The NMS provides us with ample information and we’re also able to turn the single channel converter on and off remotely, which greatly reduces the workload for our small team.
