Smart City projects are both transformative and challenging, and no single operative model or definition has yet emerged; this paper is intended to give a broad view across the field allowing insights into their diverse nature.
This paper presents research conducted with IMD (International Institute for Management Development) into the transformative, principally technological, urban initiatives and is targeted at city leaders across the globe to help them turn their cities into Smart Cities. We present a concise definition of the term Smart City and explore the four main motivation criteria for engaging in Smart City projects from a city perspective. The paper introduces as well the Smart City Piano tool. The Smart City Piano can be used to assess the transformation requirements for a city wanting to implement Smart City projects.
